The Commission aims for act adoptions in Q2 2027 (indicative) for construction materials (CPR) and DPP service providers. The compliance obligation will depend on the adopted text and the transition — it is not yet a single published obligation date like batteries.
What is confirmed — and what is not

- The DPP framework is based on the ESPR (EU Regulation 2024/1781).
- Precise product requirements will be set by a delegated act (or dedicated sectoral legislation).
- After adoption of the ESPR delegated act, operators have a transition period of at least 18 months.
- The only fixed placing-on-the-market obligation published to date: the battery passport (18 February 2027, Regulation 2023/1542).
