Brands, manufacturers and apparel importers must structure composition, origins and circularity. The Commission targets delegated-act adoption in Q3–Q4 2027 (indicative) — not a fixed 2027 compliance obligation like the battery passport.
Is the textile DPP mandatory in 2027?
No. There is no textile compliance date equivalent to 18 February 2027 for batteries. The Commission expects delegated-act adoption in Q3–Q4 2027 (indicative), then ≥ 18 months of transition. Compliance is more likely late 2028 / 2029 — subject to the final text.
Stakes specific to textiles
The bottleneck is not the QR code: it is multi-tier data (fibre → fabric → cut-and-sew → brand).

Blends, finishes, accessories: today’s declarations rarely match a structured, verifiable DPP model.

Spinning, dyeing, factories: without SKU / lot / certificate mapping, the DPP stays a marketing PDF.

What is confirmed — and what is not
Confirmed
- The DPP framework is set by ESPR (EU Regulation 2024/1781).
- Product-specific requirements will be set by a delegated act (or dedicated sectoral legislation).
- After adoption of an ESPR delegated act, operators have a transition period of at least 18 months.
- The only published fixed placing-on-the-market obligation to date: the battery passport (18 February 2027, Regulation 2023/1542).
