Textile/apparel is an ESPR priority. The Commission indicates delegated act adoption in Q3–Q4 2027 (indicative timeline). This is not yet a fixed placing-on-the-market obligation — unlike the battery passport (18 February 2027).
Is the textile DPP mandatory in 2027?
No: there is currently no textile compliance obligation date equivalent to the battery 18 February 2027. The Commission plans textile delegated act adoption in Q3–Q4 2027 (indicative), then a transition of at least 18 months. Textile compliance is therefore currently expected around late 2028 / 2029 — subject to final publication.
What is confirmed — and what is not
Confirmed
- The DPP framework is based on the ESPR (EU Regulation 2024/1781).
- Precise product requirements will be set by a delegated act (or dedicated sectoral legislation).
- After adoption of the ESPR delegated act, operators have a transition period of at least 18 months.
- The only fixed placing-on-the-market obligation published to date: the battery passport (18 February 2027, Regulation 2023/1542).

Textile delegated act (forthcoming)

EU DPP registry
The European registry indexes passports (identifiers). Business data remains with the operator or its provider. It has been operational since July 2026, according to the Commission.
